As the main carrier of the medical activity information,EMR is the core of the hospital information system in the process of modem manage- ment of the hospital,mad the design of EMR is the key technique of HIS. Using nested relational DB model introduced by M. A. Roth, constructs a kind of temporal database of electronic medical record which is based on none-temporary DBMS. But since information in electronic medical record changes as time passes by, the problem of overlapping temporal data may easily turn up. Analyzes the reason of the problem, discusses the main principle to solve it, and introduces the programming method in Delphi.
